Xellvio delivers messages through regulated mobile carriers. To keep every tenant able to send, the following categories of content are not allowed on the platform — regardless of consent, region, or sender type. Messages that match these categories are automatically screened, held, or blocked, and repeat violations lead to account suspension.

SHAFT & regulated goods

  • Sexual, adult, or sexually explicit content
  • Hate speech, harassment, threats, or extremist content
  • Alcohol promotions, sales, or delivery
  • Firearms, ammunition, weapon accessories, or related services
  • Tobacco, vaping, e-cigarettes, hookah, or any nicotine product
  • Cannabis, CBD, THC, delta-8/9/10, HHC, or hemp derivatives
  • Prescription pharmaceuticals sold without a valid prescription, and any illegal drugs

Financial & high-risk

  • Payday loans, high-APR lending, title loans, "fast cash" advances
  • Debt collection, debt relief, debt consolidation, credit repair, tax-relief
  • Gambling, sports betting, lotteries, sweepstakes, casino promotions
  • Cryptocurrency promotions, giveaways, airdrops, presales, OTP-relay services
  • "Get rich quick", guaranteed-income offers, MLM, pyramid schemes
  • Unsolicited real estate or investment outreach

Fraud & deception

  • Phishing, account-verification scams, "urgent action required" messages
  • Fake prize, package delivery, IRS/SSA, or refund notices
  • Impersonation of banks, carriers, government agencies, or brands
  • Misleading sender identities or spoofed links

Legal catch-all

You may not send anything that violates:

  • The Telephone Consumer Protection Act (TCPA) in the United States
  • Canada's Anti-Spam Legislation (CASL)
  • The GDPR / UK GDPR and the ePrivacy Directive in the EEA and UK
  • CTIA guidelines, the Campaign Registry (TCR), or 10DLC / toll-free rules
  • The destination country's telecom regulator
  • Our upstream carrier's Acceptable Use Policy
  • Any recipient's prior opt-out — every STOP request is permanent

You must also have documented opt-in consent from every recipient before you send. Sending to purchased, scraped, rented, or non-consented lists is prohibited.


How this is enforced

  • Every outbound message is scanned automatically before it leaves the platform.
  • Matches to the categories above are either blocked outright or held for manual review.
  • Elevated opt-out rates, carrier complaints, or 30007 / 30008 delivery errors trigger a Messaging Profile pause and account review.
  • We keep screening decisions, opt-in evidence you supply, and opt-out records for regulatory disclosure.
